Navigating the New Tide: Mexico’s 2025 National Water Law Reform and its Impact on Industrial projects and Developments
On December 11, 2025, the legal landscape for national water in Mexico underwent its most significant transformation in decades. With the publication of the General Water Law and comprehensive amendments to the National Water Law, the rules for obtaining, maintaining, and transferring water concessions have been fundamentally rewritten. For the real estate and industrial sectors, these changes introduce critical challenges to project viability and operational compliance. Join our panel of legal experts, as they deconstruct the new framework. This session will provide a side-by-side analysis of pre- and post-reform structures, offering strategic insights into:

  • Compliance & Maintenance: New requirements for government concessions.
  • Industrial Risk: How the overhaul impacts site selection and industrial project development.
  • Access & Strategy: Practical options for securing water rights in a restricted regulatory environment.

Speakers:
Jorge R. Ojeda Santana, Partner, Cacheaux, Cavazos and Newton (CCN Law)
Hector Herrera, Founding Partner of the Law Firm, Herrera y Sato, S.C.
Hector Salas, Director of Infrastructure and Park Operations, Finsa

Foundations of Growth: Navigating Mexico’s Infrastructure and Opportunities to Come
As Mexico cements its position as a global manufacturing powerhouse, the infrastructure supporting this growth faces a critical inflection point. This session, led by Dr. Reyes Juárez del Ángel, offers a comprehensive analysis of the current landscape, moving beyond headlines to address the structural realities of the nearshoring boom. We will examine widening infrastructure gaps and explore how "Plan Mexico" and the Welfare Development Hubs aim to redistribute industrial activity. The discussion will further introduce the concept of Smart Economic Districts and the necessity of multimodal transportation integration. Finally, we will deconstruct the New Law on the Promotion of Mixed Investments, evaluating how this framework creates fresh opportunities for public-private collaboration. Attendees will gain a strategic roadmap for navigating the logistics, investment hurdles, and emerging opportunities within Mexico’s transforming sector.
